Addiction Treatment Marketing Measured in Admissions

Addiction treatment marketing is how a rehab or treatment center reaches people, and the families helping them, who are ready to call about care. Done right, it runs on LegitScript-certified Google Ads, local SEO for each facility and clear answers in AI search, and it is measured in admissions, not clicks or call counts. Done wrong, it slides into patient brokering, which we won't take part in.

CFS Marketing is a senior-led SEO, AI search and Google Ads consultancy founded by Cesar Soto in 2022, serving growth-focused businesses from Irving, Texas. This page is for licensed treatment providers, from single outpatient programs to multi-facility operators, that want admissions they can trace to a source and a marketing partner who stays inside the rules.

01

What is addiction treatment marketing?

Addiction treatment marketing is the set of channels a treatment center uses to generate admissions: paid search, local SEO, AI answer visibility, referral relationships, directories and an admissions process that turns calls into assessments. Treatment center marketing, rehab marketing and drug rehab marketing all describe the same work.

Three things set the field apart:

  • Advertising is gated. Google requires certification before addiction treatment ads can run in the US.
  • The industry has a history of bad actors. Lead aggregators, call centers posing as neutral helplines, and paid referrals have harmed patients and hurt trust in honest providers.
  • The real result is an admission. A call is not a patient. Reporting has to follow the call through to assessment and admission.

We don't have a published addiction treatment case study yet. Here's how we'd run it, and what we've done in adjacent work.

02

Can treatment centers advertise on Google Ads?

Yes, treatment centers can advertise on Google Ads in the US, but only after they are certified as an addiction services provider by LegitScript. Google's healthcare and medicines policy states that, in the United States, advertisers promoting recovery-oriented drug and alcohol addiction services "must be certified as an addiction services provider by the LegitScript Certification program," and that not all addiction services are eligible for that certification.

What that means in practice:

  • Certification comes first. Apply through LegitScript, then apply to Google for healthcare certification. Ads for these services won't serve without it.
  • We don't work around it. No disguised keywords, no landing pages that hide the service, no ads run through an uncertified entity.
  • Other countries differ. The same policy page limits these ads to government entities in some countries and has separate rules for Canada.
  • Restricted targeting still applies. Under Google's personalized advertising policy, health and restricted drug terms are sensitive categories, so ads can't use advertiser-curated audiences such as remarketing lists.

If certification is in progress, we use that time on tracking, local SEO and the site, so campaigns launch on a clean foundation. Our Google Ads consultant page covers how we structure and report accounts.

03

What won't CFS Marketing do in addiction treatment marketing?

CFS Marketing won't buy or sell patients, pay or accept money per referral, or run marketing that hides who the person on the phone is calling. Federal law, the Eliminating Kickbacks in Recovery Act (18 U.S.C. § 220), makes it a crime to pay or receive remuneration for referrals to recovery homes, clinical treatment facilities and laboratories, for services covered by a health care benefit program. Many states have their own patient brokering laws.

Our lines:

  • No per-admission or per-patient fees tied to referrals. We work on a retainer, not a bounty.
  • No buying leads from aggregators, call centers or "helplines" that sell callers to the highest bidder.
  • No unbranded hotlines. Every ad, page and phone number says which provider the caller will reach.
  • No posing as a neutral directory or review site.
  • No claims you can't back up, such as success rates without a sourced method, or "guaranteed" recovery.
  • No sending callers somewhere they don't fit. If a caller needs a level of care or location you don't offer, your team refers them appropriately, and we don't treat that as lost revenue to hide.

This isn't legal advice. Your counsel should review your referral and marketing arrangements. We'll work alongside that review.

04

Why should admissions be the main metric?

Admissions should be the main metric because calls, form fills and clicks can all rise while the number of people who start treatment stays flat. Treatment centers can receive calls from people seeking a different level of care, people without coverage the program accepts, and vendors.

We report each channel down the full path:

Stage What we count Where it comes from
Inquiry Calls and form submissions, by channel Call tracking and your form tool
Qualified inquiry Inquiries that fit your levels of care, location and payer mix Admissions team disposition
Assessment Inquiries that completed a clinical or insurance assessment Your admissions system
Admission People who started treatment Your admissions system, in aggregate

To make this work, each marketing source gets its own tracked phone number, calls are tagged with an outcome by your admissions team, and we compare monthly totals by source. Adjacent work shows why it matters: when we took over a trade school's Google Ads, 1,462 reported conversions matched zero real leads in the school's form database. After we rebuilt the tracking, the account produced 88 verified leads from June to December 2025, and 27% became students. A different industry, the same lesson: measure the outcome, not the platform's count.

05

How do you track calls without exposing patient information?

You track calls by recording the source and the outcome, never the clinical details, and by keeping recordings and patient records inside systems covered by a Business Associate Agreement. Addiction treatment adds a second privacy layer: many programs are covered by 42 CFR Part 2, the federal rule on the confidentiality of substance use disorder patient records, on top of HIPAA.

How we handle it:

  • Call tracking vendors sign a BAA if they record, transcribe or store call data, and recordings stay out of ad platforms.
  • No patient data to ad platforms. No names, phone numbers, emails or treatment details go to Google Ads, Meta or any other platform. Outcomes are reported in aggregate.
  • No PHI in analytics. Google says it does not offer Business Associate Agreements for Google Analytics and advises HIPAA-regulated customers not to give it access to protected health information.
  • Forms on compliant tools, with analytics recording only that a submission happened.
  • Your compliance lead decides what is collected and where it lives. HHS has issued guidance on online tracking technologies, part of which a federal court vacated in 2024, so we design conservatively.

Our GA4 and conversion tracking page covers the general audit.

06

How should each facility handle local SEO?

Each facility should have its own Google Business Profile, its own location page and its own consistent listings, because families often search for treatment near home and compare facilities one by one.

For every facility:

  • Google Business Profile with the exact licensed name, real address, staffed hours, accurate categories and the services offered at that site. A rented mailing address doesn't qualify under Google's guidelines.
  • A location page with the levels of care offered there (for example detox, residential, partial hospitalization, intensive outpatient), what a first day looks like, visiting and family policies, photos of the real facility, and directions.
  • Licensing and accreditation shown plainly, with the state license and any accreditation your facility actually holds.
  • Insurance and payment information that matches what admissions will tell the caller.
  • Consistent listings across directories, including the federal FindTreatment.gov locator where your facility is eligible.

Multi-facility operators also need a clear hub structure: a page per level of care that links to every facility offering it. The medical SEO page covers location pages and schema in more depth.

07

How do treatment centers show up in AI answers?

Treatment centers give themselves the best chance of showing up in AI answers, such as Google AI Overviews, ChatGPT and Perplexity, when their own pages and outside listings give consistent, specific facts: levels of care, locations, licensing, accreditation and insurance. Families ask these tools questions like "which rehabs near me take my insurance" or "what is the difference between residential and outpatient treatment."

What we work on:

  • Answer-first pages. Each level-of-care and facility page opens with a short, plain answer that can be quoted directly.
  • Consistent facts everywhere, so an AI tool doesn't describe a program you closed or a payer you dropped.
  • Checking how you're portrayed. We test the questions families ask, record what each tool says about you, and correct the sources behind wrong answers.
  • Crawler access, so AI search tools can read your site unless you've chosen otherwise.

We can't promise an AI tool will recommend your facility. We can show you where you stand and what's keeping you out. See answer engine optimization and the AI Visibility Audit.

08

What does working with CFS Marketing look like?

Working with CFS Marketing starts with a 30-day audit of compliance readiness, tracking and listings, then moves into a monthly cycle run by Cesar Soto.

  • Days 1 to 30: confirm LegitScript and Google certification status; audit call tracking, forms and privacy; audit each facility's profile, page and listings; check AI answers for your core services.
  • Days 31 to 60: set up source-level call tracking and admissions tagging, fix listings, rewrite facility and level-of-care pages, and launch or rebuild campaigns if certification is in place.
  • Days 61 to 90: expand content with clinical review, tune campaigns against qualified inquiries and admissions, and report by source each month.

09

Who runs the work, and what does it cost?

Cesar Soto runs the work himself. He has done independent client work since 2013, founded CFS Marketing in 2022, and is certified in Google Ads Search and Google Analytics 4. His healthcare experience is in-house SEO for a hospital network (2019 to 2020), where he optimized 2,000+ Google Business Profile locations, set up 200 new listings and managed 500 locations through Yext.

Work runs on a monthly retainer scoped to the channels and fixes you need, with ad spend billed separately. Cesar quotes after reviewing your accounts.

This is a fit for licensed providers who will share admissions outcomes in aggregate and want ethical, traceable growth. It is not a fit for anyone looking to buy leads, pay per patient or advertise without certification. More healthcare work is on our healthcare overview, and mental health practices should see behavioral health marketing.

Do treatment centers need LegitScript certification to run Google Ads?

Yes. In the United States, Google requires advertisers promoting recovery-oriented drug and alcohol addiction services to be certified as an addiction services provider by LegitScript. Not every addiction service is eligible, so check eligibility before planning campaigns.

What is patient brokering?

Patient brokering is paying or receiving money or other value in exchange for referring patients to a treatment provider. The federal Eliminating Kickbacks in Recovery Act and many state laws prohibit it, and CFS Marketing does not buy, sell or pay per patient.

Should a treatment center buy leads from lead aggregators?

CFS Marketing advises against it and won't run it. Leads from aggregators and unbranded call centers can raise legal and ethical risk, and callers may not know which provider they are reaching.

How do you measure addiction treatment marketing?

We measure it in admissions by source. Each channel gets its own tracked number, your admissions team tags call outcomes, and we report inquiries, qualified inquiries, assessments and admissions in aggregate, without sending patient data to ad platforms.

Does 42 CFR Part 2 affect marketing?

It can. 42 CFR Part 2 protects the confidentiality of substance use disorder patient records at many programs, alongside HIPAA. We keep patient information out of analytics and ad platforms and let your compliance lead approve every tracking decision.

Can you guarantee admissions?

No. CFS Marketing does not guarantee admissions, rankings or AI recommendations. We commit to compliant campaigns, traceable tracking and monthly reports in your admissions numbers.
